The biggest financial shield facing Turkish students planning university education or an internship in Germany is the AT11 document. Based on the Social Security Agreement between Turkey and Germany, this document proves that your health coverage in Turkey is also valid in Germany.

What Exactly Is the AT11 Document?

AT11 is an official form issued by the Social Security Institution (SGK) of the Republic of Turkey. This document certifies that the holder has active health insurance in Turkey and that this coverage can replace Statutory Health Insurance (GKV) in Germany.

In 2026, student health insurance premiums in Germany are in the €130 — €150 per month range. When you use AT11, you do not pay this premium. Savings of approximately €4,500 — €5,000 over a 3-year bachelor's degree.

Who Can Obtain AT11?

  • Those whose mother or father receives health services under SGK (4A, 4B or 4C).
  • For male students, there is generally a 25-year age limit; for female students, it can be flexible depending on the family's insurance status.
  • Those enrolled at a university in Germany (bachelor's, master's) or an Erasmus+ exchange student.

Step-by-Step AT11 Process

  • SGK Application: Apply to the "Overseas Operations" service of the SGK Provincial Directorate in Turkey.
  • Obtaining the Document: It is issued for 6 months (one semester).
  • German Approval (Exemption): Take it to TK, AOK or Barmer.
  • M10 Notification: The insurance institution sends an Insurance Exemption Notification to your university.
